Referral Rock only acts when a record is uniquely identified. Delete Members from Program needs either primaryInfo, a memberId or referralCode, or both secondaryInfo and tertiaryInfo, and Update Referral Details needs a referralId or that same secondary and tertiary pair, so an ambiguous match is rejected rather than guessed at.
