Can Lyro edit or delete messages other people sent?

No. Edit Message works only on messages the bot itself authored, and Delete Message cannot remove messages older than 48 hours in groups, so corrections have to happen while the message is still recent and bot-owned.

Which actions require the bot to be an admin?

Get Chat Members Count and Export Chat Invite Link both fail without administrator rights in the chat, and Send Message needs the bot to be a member of the target group or channel with post rights. Get Chat Member is the preflight - it returns the bot's own status so a 403 can be diagnosed before it happens.

Does Get Chat History return the full archive of a chat?

No. It reads through the getUpdates long-polling method filtered by chat_id, so it returns the updates Telegram is currently holding for the bot rather than the complete message history a person sees when scrolling up in the app.

Is this a bot connection or our own Telegram account?

A bot. Everything runs through the Telegram Bot API with the token you connect - Get Bot Info returns that bot's id, username and capabilities - which means messages appear from the bot, and a chat has to have added it before Lyro can post there.
