How far back can Lyro search for articles?

That depends on your News API plan tier - free plans are limited to roughly one month of history on Get Everything. Get Top Headlines accepts no date bounds at all, so anything historical has to go through Get Everything.

Why does a publisher filter sometimes return nothing at all?

Only the source IDs returned by Get Sources are valid in Get Everything and Get Top Headlines, and an unrecognised ID produces a silently empty result rather than an error. Lyro calls Get Sources first so it filters on IDs the API actually knows.

Can Lyro restrict a search to one country?

On Get Top Headlines, yes - it filters by country, category or source. Get Everything has no country parameter, so geography there is approximated through specific sources, domains or country terms in the query.

Whose News API quota do these searches consume?

Yours. Every call runs against the API key on the account you connect, so heavy searching counts against your own plan tier, and bursts of requests can come back as HTTP 429 until the rate settles.
