No. This toolkit is read and render only: it covers instance settings, templates, organization listings, and the Markdown and markup renderers, with no action that creates a repository, an issue, or a pull request. Lyro can tell a developer exactly what the instance permits, then hand the change itself to a human.

Does Lyro work against a self-hosted Gitea instance?

Yes, and that is the normal case. Every action targets the one instance you connect, so Get Version and Get Node Info report your own server rather than a hosted service, and Get General UI Settings reflects the theme, allowed reactions, and custom emojis configured on that server.

Can Lyro read our organization's Actions secrets?

It can list them, not read them. List Organization Actions Secrets returns the names of the secrets configured at organization level, and Gitea never returns secret values through the API, so what reaches a conversation is an inventory rather than credentials.

Why does the Gitea toolkit include an ActivityPub action?

Get ActivityPub Person Actor returns a user's ActivityStreams representation, which is what federation between Gitea servers relies on. It is the only user-scoped action in the toolkit, so Lyro can confirm a federated identity but cannot list that user's repositories or activity.
