Discord requires an OAuth2 Bearer token on those endpoints and errors on bot tokens. Get Application Command Permissions, its batch variant, and Edit Application Command Permissions all need a user token whose owner holds MANAGE_GUILD and MANAGE_ROLES in the target guild, so a bot-token connection cannot drive them.
