The gradebook actions are scoped to a named user and course - Get user gradebook for course and Retrieve user grades for course column both take the student as a parameter - and what the connection can read at all is bounded by the Blackboard role on the account you connect. Retrieve course role by role id and List institution roles show what those roles permit.

Can Lyro work with adaptive release rules on course content?

Yes. Add adaptive release rule to course content and Create adaptive release criteria by rule set the conditions, Get course content adaptive release group criteria reads back what is already in force, and Delete adaptive release rule criterion removes one. So a question about why content is not visible yet can be answered from the rule itself.

Does this work for an institution with several departments or campuses?

Yes.
