No. Since 31 March 2025 the Google Photos Library API returns only media items that your own application uploaded, which is exactly what List Media Items (App-Created Only) reflects. Camera roll photos, items from other apps, and web uploads are out of reach; Google's Photos Picker API is the route to a user's full library.
