What can Lyro configure when it creates a form?

Create Form takes the full configuration: email notifications to both the form owner and the respondent, webhook integrations, Google reCAPTCHA spam protection and a customisable thank-you page. So a form arrives with its notification rules already set rather than needing a second pass.

Is a form deletion recoverable?

No. Delete Form permanently removes the form identified by its Form ID and the toolkit has no undo action, so Lyro works from an explicit Form ID rather than inferring which form was meant.

Can Lyro react the moment a submission arrives?

Not on its own. Retrieve Form Submissions is a pull, so Lyro reads submissions when someone asks. For push behaviour, the webhook targets that Create Form configures are what deliver a submission the instant it lands.
