No. This toolkit is metadata and account management - tools, patterns, languages, organizations, repositories, projects, and API tokens. Nothing in it triggers an analysis, reads an issue, or comments on a pull request, so Lyro explains what Codacy is configured to check and leaves the checking to Codacy.

What permissions does a token Lyro creates carry?

All of the account owner's. Create API Token issues a token that inherits those permissions and reaches the same organizations and repositories, and it is created with default settings - expiry can only be configured in the Codacy web interface. That makes it an action worth putting behind a human confirmation.

Does this work with GitHub, GitLab, and Bitbucket accounts alike?

Get User Organizations takes the Git provider as an argument and covers all three, but it only returns organizations for a provider the user has already connected to their Codacy account. For Bitbucket there is one extra rule: the pagination cursor must be URL-encoded before Lyro uses it in the next call.

How does Lyro tell whether a missing result is Codacy's fault?

Get Health checks API connectivity and service availability, Get Version returns the installation version for compatibility questions, and Get Configuration Status reports whether first-time setup is even complete. Lyro can run those before blaming an empty answer on the repository.
